AWS to disconnect European sovereign cloud from global backbone in live independence test

Amazon Web Services (AWS) has announced plans to temporarily sever its European Sovereign Cloud from the primary AWS Global Network backbone on October 24, 2026. The planned isolation test aims to provide European regulators and enterprise clients with live technical proof that the newly launched sovereign infrastructure can operate completely independently without dependencies on non-EU systems or control planes.

During the multi-hour exercise, the cloud environment will rely strictly on localized computing resources, control systems, and operational personnel situated entirely within the European Union.


Operational Autonomy Under Live Conditions

The test represents a real-world validation of AWS's "sovereign by design" architecture, following the general availability launch of the AWS European Sovereign Cloud earlier this year, backed by a flagship €7.8 billion investment in Brandenburg, Germany.


While typical public cloud regions maintain persistent control-plane connectivity back to centralized corporate backbones, the European Sovereign Cloud was engineered to withstand severe geopolitical disruptions or international network isolates:


  • Complete Air-Gapped Isolation: Network traffic will be dynamically isolated from the AWS Global Network backbone, forcing sovereign clusters to route via localized EU networking infrastructure.

  • EU-Exclusive Personnel & Governance: Operations, security monitoring, and customer support during the exercise will be executed strictly by EU-resident AWS employees working under local European corporate entities.

  • Source Code Replicas: The test will verify local operational failovers utilizing EU-stored source code replicas, confirming that system updates, security patches, and control-plane commands can function autonomously.


Testing Resilience for Public Sector and Regulated Sectors

The drill directly targets strict digital sovereignty benchmarks established under the European Commission’s sovereignty guidelines, Germany's BSI C3A framework, and the Digital Operational Resilience Act (DORA). Public sector bodies, healthcare providers, and financial institutions across Europe have increasingly demanded verifiable proof that foreign cloud hyperscalers cannot be compelled to throttle or restrict regional infrastructure under extraterritorial laws like the U.S. CLOUD Act.


AWS acknowledged that customers utilizing the sovereign environment may experience minor network rerouting delays during the initial disconnection and reconnection phases on October 24 as external BGP routes update.


Setting a Benchmark for Cloud Sovereignty

Following the completion of the disconnection test, AWS plans to publish an audited post-mortem report and submit the findings to European cybersecurity agencies and regulatory bodies.


As competing cloud providers like Microsoft and Google expand their own European sovereignty offerings, AWS's willingness to intentionally sever its global backbone marks an industry-first stress test, establishing a precedent for technical verification in the enterprise sovereign cloud market.
