Reflect Orbital’s plan to beam sunlight from space at night faces opposition from environmentalists

A coalition of environmental organizations, dark-sky advocates, and legal non-profits has formally petitioned the Federal Communications Commission (FCC) to reverse its recent approval allowing California-based startup Reflect Orbital to deploy a space-based mirror satellite.

The legal challenge aims to halt the company’s plans to launch its inaugural demonstration spacecraft, Eärendil-1, which is engineered to beam reflected sunlight down to Earth during nighttime hours.
The petition, filed by Earthjustice on behalf of DarkSky International, Environment America, Public Employees for Environmental Responsibility, and the American Bird Conservancy, argues that the FCC unlawfully bypassed its environmental oversight obligations when granting the two-year experimental license in July.
The Business of 'Sunlight on Demand'
Reflect Orbital aims to commercialize orbital light reflection as a utility. By placing satellites equipped with massive aluminized Mylar reflectors into low Earth orbit, the startup plans to sell targeted "sunlight on demand" to extend solar power generation beyond sunset, illuminate disaster-response zones, and replace carbon-intensive municipal streetlights.
The Eärendil-1 demonstration satellite carries a 60-by-60-foot deployable reflector designed to project a 3.1-mile-wide beam of light onto specific terrestrial locations. Within the beam, illumination levels are projected to be roughly four times brighter than a full moon. Reflect Orbital’s ultimate commercial vision involves deploying a megaconstellation of up to 50,000 mirror satellites by 2035.
Environmental and Scientific Concerns
In their filing, the petitioners warn that intentionally focusing concentrated solar rays onto the Earth's surface at night introduces severe ecological and safety risks:
Ecological Disruption: Unseasonal or artificial nighttime illumination severely threatens nocturnal wildlife, alters migratory bird patterns, and disrupts human circadian rhythms.
Astronomical Blinding: The American Astronomical Society (AAS) cautioned that the satellite would be among the brightest objects in the night sky, potentially damaging optics on mid-sized ground telescopes and corrupting deep-space observations.
Public Safety Hazards: The petition notes that misdirected light beams could temporarily blind aviation pilots, disorient drivers, or cause severe glare incidents.
The Regulatory Precedent Battle
The legal dispute hinges on the scope of the FCC's regulatory authority. In its original approval, the FCC’s Space Bureau ruled that light pollution, telescope interference, and ground-level safety fall outside its jurisdiction, which it defined as strictly limited to radio-frequency spectrum management and orbital debris mitigation. The agency also utilized a long-standing categorical exclusion under the National Environmental Policy Act (NEPA) to bypass a formal environmental impact review.
Earthjustice and its co-petitioners countered that the FCC’s refusal to assess non-radio environmental impacts sets a dangerous regulatory precedent, arguing that intentional optical radiation emitted from space cannot be exempted from federal environmental laws.
As commercial space ventures expand beyond communication into energy redirection, the case is poised to test whether U.S. regulatory agencies must expand their environmental oversight to include the preservation of the night sky.
