UAE grants SpaceX’s Starlink 10-year licence to provide nationwide satellite internet

The Telecommunications and Digital Government Regulatory Authority (TDRA) of the United Arab Emirates has officially issued a 10-year General Space Services Licence to Starlink Satellite Communications. The long-term authorization permits SpaceX’s satellite internet subsidiary to build, operate, and manage a public satellite telecommunications network across the country.

The decision marks a major regulatory approval for Elon Musk’s satellite venture as it expands its footprint across the Middle East.


Multi-Sector Reach Across Air, Sea, and Land

Under the newly granted framework, Starlink will deliver low-latency, high-speed orbital broadband directly to residential consumers, commercial enterprises, and government institutions. Better yet, the regulatory scope extends beyond traditional land-based installations.


Starlink has secured approval to offer specialized connectivity packages for the UAE’s lucrative aviation and maritime transport sectors, alongside offshore energy operations.


"This licence represents a significant addition to the UAE’s telecommunications sector," said H.E. Majed Sultan Al Mesmar, Director General of the TDRA, highlighting that the initiative aligns with the national "We the UAE 2031" vision to solidify the country's standing as a global digital hub.


Adding a Space-Based Layer to National Infrastructure

The UAE already boasts high penetration rates for urban terrestrial infrastructure, driven by high-speed fiber-optic networks and extensive 5G coverage provided by local operators e& (formerly Etisalat) and du. However, the integration of Starlink's Low Earth Orbit (LEO) satellite constellation introduces a dedicated space-based layer designed to strengthen overall network redundancy.


By establishing an alternative broadband channel, regulatory officials aim to safeguard critical infrastructure during natural disasters, extreme weather events, or unexpected terrestrial network outages. The satellite layer ensures continuous uptime for remote industrial setups, emergency response teams, and aviation corridors operating outside conventional cellular range.


Tight Oversight and Regulatory Compliance

While the decade-long licence opens a significant market, the TDRA emphasized that Starlink must adhere to stringent operational standards. Services deployed across the UAE are subject to strict regulatory requirements covering consumer data protection, cybersecurity frameworks, and service reliability metrics.


With commercial operations set to roll out under official oversight, the UAE becomes one of the earliest Gulf nations to formally integrate low-Earth orbit satellite internet into its primary telecommunications framework.
