Uber and Pony.ai expand strategic alliance to deploy 2,000 level 4 robotaxis across Europe

Uber Technologies Inc. and autonomous driving developer Pony.ai have announced an expansion of their global partnership, setting plans to deploy more than 2,000 Level 4 autonomous robotaxis across Europe. The initiative represents one of the largest planned commercial deployments of driverless passenger vehicles on the European continent.

The agreement builds upon an initial pilot launched in Zagreb, Croatia, where the companies collaborated with local mobility firm Verne to introduce commercial robotaxi rides, and will scale operations across four additional European cities, alongside future expansion into the Middle East.
Joint Operational Model and Platform Integration
Under the agreement, the two companies will combine Pony.ai’s "Virtual Driver" Level 4 autonomous driving platform with Uber’s ride-hailing app, dispatch engine, and global customer base. The partnership utilizes a flexible, multi-party operational model designed to solve the asset-heavy demands of scaling driverless fleets:
Autonomous Technology: Pony.ai provides its full-stack Level 4 self-driving hardware and software suites, alongside rider-experience architecture.
Platform Distribution: Uber powers consumer demand, booking workflows, payment processing, and customer support services.
Local Fleet Management: Day-to-day operations, vehicle maintenance, and local licensing will be handled in coordination with regional fleet partners and local transport operators selected for each market.
Capital & Asset Ownership: Vehicle financing arrangements and fleet ownership will vary depending on regulatory and capital conditions in individual target markets.
Navigating Global Competition and Regulatory Landscapes
The European push arrives as Uber continues to build out a multi-vendor autonomous vehicle ecosystem following market movements by Alphabet's Waymo in North America and Asian markets. Uber has established complementary AV testing and commercial deployment partnerships with companies like Wayve, Baidu, Momenta, and WeRide to expand driverless options globally.
For Pony.ai, expanding overseas offers a strategic path to commercial scale. Having achieved city-wide unit economic break-even across several tier-one Chinese cities, the company is leveraging international partnerships to expand its global operational footprint.
The two companies indicated that specific target cities, local fleet partners, and phased launch schedules for the expanded European and Middle Eastern rollouts will be disclosed in upcoming operational phases.
