White House accuses China's Moonshot AI of distilling Anthropic's Fable model for Kimi K3

The White House has publicly accused Chinese AI startup Moonshot AI of stealing intellectual property from Anthropic to construct its newly released Kimi K3 model. Top U.S. technology officials allege the Beijing-based firm executed a massive, covert distillation campaign against Anthropic’s flagship Claude Fable model while simultaneously bypassing export controls to access banned high-performance chips.

A Covert Platform Built to Evade Safety Audits

The formal charges were unveiled by Michael Kratsios, Director of the White House Office of Science and Technology Policy. According to Kratsios, U.S. intelligence indicates Moonshot AI engineered a dedicated internal software platform designed specifically to execute "large-scale, industrial distillation" against frontier American neural networks.

By continuously rotating API keys, proxy IP addresses, and synthetic account credentials, the internal system allegedly systematically extracted complex logical outputs and reasoning chains from Anthropic's Fable system without triggering security flags.

Model distillation - a process where a secondary neural network is trained on outputs generated by a larger, more capable model- is a standard optimization practice across machine learning when conducted transparently. However, U.S. officials argue that Moonshot’s automated harvesting crossed the line into industrial espionage, allowing a foreign competitor to clone billions of dollars in American research investments at a fraction of the cost.

Sanctions Warnings and Banned Blackwell Hardware

Adding to the intellectual property allegations, Kratsios claimed Moonshot acquired restricted server clusters equipped with Nvidia’s next-generation GB300 Blackwell processors. Washington strictly bans the sale or hosting of such advanced hardware for Chinese entities under federal export controls. The White House alleges Moonshot accessed GB300 data centers situated in Thailand to circumvent trade restrictions and train its 2.8-trillion-parameter system.

In response to the disclosures, U.S. Treasury Secretary Scott Bessent warned that Chinese AI companies engaging in unauthorized distillation could face immediate placement on the U.S. Entity List. Such trade designations would effectively sever affected firms from Western financial systems, cloud infrastructure, and global supply chains.

Beijing Rejects Charges Amid Industry Debate

Beijing moved swiftly to reject Washington's claims. Chinese Foreign Ministry spokesperson Lin Jian stated that China’s technological advancements are anchored in "self-reliance and scientific strength," accusing the U.S. of politicizing global trade to stifle foreign competition.

Meanwhile, the global AI community remains deeply split over the allegations. While Anthropic praised the White House for denouncing model theft, several prominent tech executives noted that distillation alone cannot explain Kimi K3's raw architectural performance, pointing to China's rapid domestic innovation.

With Moonshot preparing to release Kimi K3's full open weights to the global open-source community, the dispute highlights how decentralized model distribution is aggressively reshaping the competitive landscape.
